What this means is that it uses the techniques of responsive design but certain elements or even pages and other things are shown or not shown based whether or not the device is mobile. It's not a separate domain, it could be a simple as a few select pages. These elements are not simply hidden, they're not loaded. So scripts or galleries that are too huge for mobile or just don't work on mobile devices are modified or not used. I can even change the navigation to only show certain pages for mobile and not the other pages. For example, if you own a restaurant, you can have only the map page, menu page, a review page, and some choice photos. This is enough for mobile users looking for some food. For desktop users, you might want to show more content and write more content so that you get that organic search ranking that only lots of RELEVANT text and other things can do.
